Undocumented immigrants have been <a href=\"https:\/\/forumtogether.org\/article\/fact-sheet-undocumented-immigrants-and-federal-health-care-benefits\/\">ineligible<\/a> for Medicare since August 22, 1996, when President Clinton signed the Welfare Reform Act. But lawfully present individuals who worked and paid into the system have historically been able to qualify for Medicare benefits \u2013 including temporary protected status holders, refugees, asylum-seekers, survivors of domestic violence, trafficking victims and people with work visas.<\/li>\n<li>The GOP\u2019s eligibility change will result in growing volumes of <a href=\"https:\/\/www.greenbaumlaw.com\/insights-alerts-One-Big-Beautiful-Bill-Act-An-Overview-of-Key-Healthcare-Provisions-and-Impacts.html\">unreimbursed care<\/a> for older patients.\u00a0\u00a0<\/li>\n<\/ul>\n<h3>Why You May Believe the Lie:<\/h3>\n<ul>\n<li>\n<p>Rather than labeling policy changes as &#8220;cuts,&#8221; Republicans present their budget cuts as targeted upgrades designed to lower costs, expand choice, and enforce strict legal verification for public programs. The official GOP legislative platform layout from the <a href=\"https:\/\/waysandmeans.house.gov\/2025\/11\/13\/republicans-deliver-lower-health-costs-more-choice-and-greater-control-for-working-families\/\">House Ways and Means Committee explicitly<\/a> frames these changes as a mechanism to deliver lower healthcare costs and &#8220;stronger taxpayer protections.&#8221; They defend stricter application freezes and enrollment parameters as essential <strong>\u201cprogram integrity reforms,\u201d<\/strong> and argue that measures like requiring full income and eligibility verification are not meant to harm vulnerable citizens, but rather to protect public funds by preventing structural abuse and ensuring that only strictly qualified recipients access government money.<\/p>\n<\/li>\n<li>\n<p>Moreover, because public policy documents and legislative texts are dense, filled with complex acronyms, the true impacts remain hidden from the average consumer. Without an advanced background in federal healthcare policy, it is nearly impossible to understand how these budget rollbacks directly threaten your wallet and your family\u2019s medical access.<\/p>\n<\/li>\n<\/ul>\n<h3>The Truth:<\/h3>\n<p>The reality is that significant cuts to Medicare are already underway. Republicans made sweeping changes that have already begun to kick in, stripping medical coverage from approximately <a href=\"https:\/\/medicareadvocacy.org\/h-r-1s-cuts-to-medicare-remain-overlooked-and-misconstrued\/\">100,000 lawfully present immigrant seniors<\/a> while simultaneously making healthcare <a href=\"https:\/\/www.budget.senate.gov\/ranking-member\/newsroom\/press\/trumps-big-beautiful-for-billionaires-law-triggers-536-billion-cut-to-medicare-over-next-decade\">more expensive and burdensome<\/a> for the rest of the program\u2019s 70.3 million total enrollees. The impacts will resonate far beyond the immediate beneficiary population, who face <a href=\"https:\/\/www.cbpp.org\/research\/federal-budget\/implementing-the-harmful-republican-megabill-a-timeline\">worse health outcomes<\/a> from higher out-of-pocket costs and delayed treatments, and trigger economic shocks across the country.<\/p>\n<p>Because the Republican &#8220;One Big Beautiful Bill&#8221; (OBBBA) adds to the national deficit without a way to pay for it, the PAYGO law forces automatic budget cuts to Medicare to make up the difference. This created an initial crisis threatening a 4% automatic cut to Medicare, which would have instantly stripped <a href=\"https:\/\/achi.net\/newsroom\/pay-as-you-go-act-budget-law-to-impact-future-of-medicare-funding\/\">$45 billion<\/a> out of the Medicare system in early 2026 alone. In late 2025, Congress passed a temporary <a href=\"https:\/\/www.ama-assn.org\/health-care-advocacy\/advocacy-update\/nov-14-2025-advocacy-update-spotlight-government-shutdown\">PAYGO fix<\/a> that punts the immediate crisis down the road.<\/p>\n<p>Here\u2019s a top line summary of the changes.\u00a0 For more details, see Deceived Nation\u2019s <a href=\"https:\/\/deceivednation.com\/?p=6391\" target=\"_blank\" rel=\"noopener\">Primer #3: The Federal Cuts To Medicare.<\/a><\/p>\n<ul>\n<li>\n<p><strong>New Eligibility Restrictions for Immigrants<\/strong>: Starting <a href=\"https:\/\/www.aarp.org\/medicare\/are-non-us-citizens-eligible-for-medicare\/\">January 1, 2027<\/a>, <a href=\"https:\/\/www.npr.org\/2026\/04\/06\/nx-s1-5770484\/immigrants-tps-medicare-social-security-eligibility\">100,000 lawfully present immigrant seniors<\/a> will no longer be eligible for Medicare, even if they previously paid into the system.<\/p>\n<\/li>\n<li>\n<p><strong>Freezing Low-Income Financial Aid:<\/strong> Republicans prohibited\u00a0 implementation of affordability <a href=\"https:\/\/usafacts.org\/articles\/how-will-the-obbb-impact-medicaid\/\">rules<\/a> until <a href=\"https:\/\/www.kff.org\/medicaid\/issue-brief\/what-does-the-medicaid-eligibility-rule-mean-for-low-income-medicare-beneficiaries-and-the-medicare-savings-programs-msps\/\">October 2034<\/a>, blocking low-income and disabled seniors from automatically accessing Medicare Savings Programs (MSPs).\u00a0 This OBBBA ban <a href=\"https:\/\/www.americanprogress.org\/article\/the-truth-about-the-one-big-beautiful-bill-acts-cuts-to-medicaid-and-medicare\/\">disproportionately affects disabled<\/a> people, as they are <a href=\"https:\/\/medicareadvocacy.org\/under-65-project\/\">more likely to have lower incomes<\/a> than nondisabled people. The <a href=\"https:\/\/medicareadvocacy.org\/affects-of-msp-cuts\/\">Center for Medicare Advocacy<\/a> estimates that the disruption to enrollment systems will impact 1.38 million low-income Medicare beneficiaries<\/p>\n<\/li>\n<li>\n<p><strong>Limits Drug Price Negotiation<\/strong>: Republicans are <a href=\"https:\/\/medicareadvocacy.org\/impact-of-the-big-bill-on-medicare\/\">exempting<\/a> more &#8220;orphan drugs&#8221; (medications for rare diseases) from Medicare price negotiations.
